Are Ethereum Layer 2s cannibalizing ETH value or scaling its monetary premium?

With EIP-4844 slashing blob fees by 90%+, Base and Arbitrum are capturing record transaction volume while L1 mainnet gas burn has slowed. Does this weaken ETH supply deflation long-term or solidify it as the global settlement layer?

L2s compress transactions but they settle proofs back to L1. Even with cheaper blobs, high volume means sustainable rent paid to Ethereum validators.

The UX fragmentation between Base, Optimism, and Arbitrum is the real issue. Until cross-rollup liquidity is seamless, monolithic chains have the advantage.
